Maiano Prison, Spoleto, Italy

The State prison of Spoleto is for convicted male prisoners. However, there are also a few prisoners on remand, or convicted after first or second instance judgements.The land where the prison lies was donated to the State by the Town of Spoleto. The building process took several years and the unit was handed over to the penitentiary administration between July 1981 and February 1982. The old penitentiary was located inside the "Rocca di Albornoz"., a XIV century castle in the heart of Spoleto. This facility did not meet the requirements of the penitentiary code, which lays down a dignified life style, sanitary and health regulations, counselling and security measures.

The premises allocated to the prisoners include 380 cells, each equipped with bathroom and furnishings; the cells are organized in 4 different departments; rooms for common activities (recreation, reading, sport activities and religious observances) are provided in each department.
In a separate location there is a medical emergency and several specialist surgeries.
Premises for professional and handicraft work and training include workshops for tailoring, joinery and printing, a laundry, a kitchen and a housekeeping room.

The work of all the staff is organized in sectors or areas; however this organization relies upon the integration and collaboration among all sectors.

Aims
Punishment cannot consist of treatment against humanity and must aim at the rehabilitation of convicted prisoners.
Values, such as family, work, health, religious feelings, social relationships and cultural pluralism are repeatedly proposed and discussed.
Each proposal for the treatment of a prisoner includes solutions to be adopted inside the prison and, wherever possible, approaches for the gradual reintegration into social life outside the prison. These approaches are either on a temporary basis or represent an alternative to confinement.
The realization of these social aims requires the participation in the rehabilitation process of Private and Public Services.
The prison is always an extreme solution of a temporary nature, and it should never divert the attention of the community for the prevention of crime from the natural source of troubles, i.e. the social and economic environment where we live.
